Born in Santo Domingo, Dominican Republic, 1980. Was admitted in the Dominican Bar Association in the year 2002.

- Received his Bachelor of Law (LLB) degree in the Pontificia Universidad Católica Madre y Maestra, Santo Domingo, on 2002.
Publications
- Author of several articles with regards to the Mining and Tax Law for different publications, including the ones for Lex Mundi. Mr. Toca also has a weekly column in a local newspaper for different topics.
